Job Description

The Deputy Director, Business Process Implementation – Build and Inspections, will lead enterprise-wide initiatives focused on modernizing and optimizing the Department of Buildings' core operations, with a specific focus on DOB NOW: Build and DOB NOW: Inspections. These systems are critical components of NYC’s efforts to streamline the construction approval and inspection lifecycle through end-to-end digital transformation.

This role is responsible for overseeing a team of analysts to design and implement operational improvements, manage cross-functional projects, and ensure that all initiatives align with DOB’s regulatory, service delivery, and technology modernization goals.

Key Responsibilities:

Strategic Program Oversight
- Lead the implementation and continuous improvement of DOB NOW: Build, the system used for online filing, permitting, and approval of construction projects.
- Direct enhancements to DOB NOW: Inspections, which facilitates the scheduling, tracking, and digital completion of inspections across all boroughs.
- Ensure both platforms support DOB’s compliance with, and enforcement of, the Construction Codes, Energy Code, and future Existing Buildings Code, as well as local laws, rules, zoning regulations, and DOB and City Hall initiatives and mandates.

Project and Portfolio Management
- Manage a portfolio of high-impact projects related to permitting, plan reviews, inspections, and enforcement workflows.
- Track timelines, deliverables, and interdependencies across DOB NOW modules and ensure integration with other citywide IT systems and databases.
- Identify and mitigate risks impacting Build and Inspection modernization timelines.

Team Leadership
- Supervise a team of experienced analysts and project managers.
- Ensure team members are aligned with agile project delivery methods and DOB's digital transformation objectives.
- Foster a culture of accountability, innovation, and stakeholder responsiveness.

Process Optimization
- Analyze legacy processes and recommend improvements that can be automated or digitized within DOB NOW.
- Partner with operational units and IT to re-engineer business processes for higher efficiency, compliance, and customer satisfaction.

Stakeholder Management
- As necessary, act as liaison for all matters related to DOB NOW: Build and Inspections between Business Support Services, Operations, Legal, and Executive Leadership.

Governance and Compliance
- Lead efforts to audit and document changes made to DOB NOW functionalities.

CIVIL SERVICE STATUS

Only permanent Computer Systems Managers, applicants who are reachable on the Computer Systems Manager promotion list for the Department of Buildings, applicants who are reachable on the Computer Systems Manager open competitive list, and applicants as indicated below will be considered.

Candidates who are permanent in comparable civil service titles may be considered for title change under rule 6.1.9 of the Personnel Rules and Regulations of the City of New York.

COMPUTER SYSTEMS MANAGER - 1005D

Qualifications

1. A master's degree in computer science from an accredited college or university and three (3) years of progressively more responsible, full-time, satisfactory experience in Information Technology (IT) including applications development, systems development, data communications and networking, database administration, data processing, or user services. At least eighteen (18) months of this experience must have been in an administrative, managerial or executive capacity in the areas of applications development, systems development, data communications and networking, database administration, data processing or in the supervision of staff performing these duties; or

2. A baccalaureate degree from an accredited college or university and four (4) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or

3. A four-year high school diploma or its educational equivalent, and six (6) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or

4. A satisfactory combination of education and experience equivalent to "1", "2" or "3" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and must possess at least three (3) years of experience as described in "1" above, including the eighteen (18) months of administrative, managerial, executive or supervisory experience as described in "1" above.

In the absence of a baccalaureate degree, undergraduate credits may be substituted for a maximum of two (2) years of the required experience in IT on the basis of 30 semester credits for six (6) months of the required experience. Graduate credits in computer science may be substituted for a maximum of one (1) year of the required experience in IT on the basis of 30 graduate semester credits in computer science for one (1) year of the required IT experience. However, undergraduate and/or graduate credits may not be substituted for the eighteen (18) months of experience in an administrative, managerial, executive, or supervisory capacity as described in "1" above.
