The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community.

The Division of Family Permanency Services’ Office of Strategic Program Support (OSPS) provides technical assistance and support to foster care agencies in the areas of permanency-related initiatives, foster parent recruitment and support strategies, implementation of evidence-based practices and other foster care system reforms. The foster care agency support and technical assistance efforts provided by OSPS are aligned with the ACS Foster Care Core Collective Priorities.

OSPS is seeking an outstanding candidate to serve as Executive Director leading the Office of Family Empowerment. This Office manages strategic projects to improve the NYC foster care system by empowering families. The Family Empowerment team gathers insights by listening to youth, families, and staff; builds knowledge from research and data; and facilitates collaborative processes to reach shared goals. The team seeks to advance equity in the child welfare system and promote high-quality, socially just services for children and families.

The Office of Family Empowerment supports the successful implementation of the Parents Empowering Parents (PEP) initiative. This initiative involves hiring Parent Advocates with lived experience of the child welfare system to work in foster care agencies, supporting and mentoring parents of children currently in foster care as they work toward reunification. The Family Empowerment team also administers the Youth Experience Survey, regularly gathering feedback from young people in foster care so that their voices can inform the work of ACS and foster care provider agencies. In addition, the Executive Director serves on the OSPS leadership team, participates in program design and policy development related to Family Empowerment, and conducts other strategic projects. Reporting to the Associate Commissioner for OSPS, the Executive Director supervises the Family Empowerment team and collaborates frequently with colleagues in Family Permanency Services and across ACS divisions as well as with external partners.

The duties and responsibilities of the Executive Director include but are not limited to:

- Oversee citywide implementation of the Parents Empowering Parents model; monitor progress and support foster care agencies to effectively integrate Parent Advocates into their work

- Use quantitative and qualitative data to inform continuous learning and improvement in foster care practice

- Plan and deliver technical assistance, training, and support to provider agencies

- Create opportunities for peer learning among provider staff; identify and share best practices

- Participate in program design and policy development related to family empowerment

- Oversee the Youth Experience Survey in collaboration with colleagues in Family Permanency Services, External Affairs, and Policy, Planning and Measurement

- Support ACS Family Permanency Services and provider agencies to integrate family voice into decision-making

- Design implementation plans and guide providers in implementing new models or other innovations

- Manage day-to-day work, and long-term strategic vision for the Office of Family Empowerment

- Supervise staff, provide opportunities for professional development, and facilitate teamwork

- Complete/guide staff to complete special projects as assigned

- Perform other related duties as assigned

ADMINISTRATIVE DIRECTOR OF SOC - 10056

Qualifications

1. A baccalaureate degree from an accredited college or university and four years of progressively responsible experience, in a large governmental agency, business firm, civic or community organization operating in the area of social services, including one year at the administrative or managerial level; or

2. Education and/or experience equivalent to "1" above. Graduate education or a license may substitute for up to a maximum of three years of experience in the area of social services, but not for the one year of experience at the administrative or managerial level as described in "1" above, as follows:

(A) A master’s degree from an accredited college or university in accounting, business, child welfare, counseling, economics, education, finance, human resources, labor relations, management, management science, nursing, operations research, organizational behavior, personnel or public administration, political science, psychology, sociology, social work, statistics, and/or urban studies may substitute for two years of experience; and/or

(B) Graduate education beyond the baccalaureate degree may be substituted at the rate of 30 semester credits from an accredited college or university in the area(s) listed in “2(A)” above for each year of experience up to a maximum of three years; or

(C) A valid New York State Registration as a Licensed Clinical Social Worker (LCSW) or Licensed Master of Social Work (LMSW) may substitute for three years of experience.

However, all candidates must have a baccalaureate degree from an accredited college and one year of experience at the administrative or management level as described in "1" above.
